Is ISRO Privatizing Its Technology? Here’s What Is Actually Happening
India’s space sector is undergoing a major transformation. For decades, the Indian Space Research Organisation (ISRO) has been the central force behind India’s satellite, launch vehicle and space-technology programmes. Today, however, more private companies are entering the space industry and, increasingly, technologies developed through India’s public space programme are being transferred to private industry.
This has led to an important question: Is ISRO privatizing its technology?
The short answer is not exactly. ISRO is not being privatized. Instead, India is creating mechanisms through which government-developed technologies can be licensed, transferred and commercially used by Indian companies.
ISRO Is Not Being Privatized
ISRO remains a government space organization under the Department of Space.
What is changing is the way India commercializes and industrializes space technology. The government has deliberately opened more space-sector activities to private companies, while ISRO increasingly focuses on research, advanced technology development, missions and capacity building.
A key organization in this process is NewSpace India Limited (NSIL).
NSIL is a wholly owned Government of India company and serves as the commercial arm of ISRO. Its responsibilities include commercializing space products and services, enabling Indian industry to undertake high-technology space activities, and transferring technologies developed by ISRO and other Department of Space organizations to industry.
How Does ISRO Technology Reach Private Companies?
The process is generally called Technology Transfer (ToT).
ISRO develops a technology through its research and development programmes. When a technology is considered suitable for wider industrial or commercial use, it can be made available for transfer to Indian industry through the established technology-transfer mechanism.
ISRO itself explains that technologies developed by the Department of Space can be adapted by industries for space and other applications, with technology transfer enabled through NSIL.
This means a private company may receive the technical know-how necessary to manufacture or commercialize a particular technology under the applicable agreement and licensing conditions.
The objective is not simply to sell technology. It is to turn government-funded research into products, businesses, manufacturing capability and wider economic benefits.
A Real Example: IMS-1 Satellite Bus
This is not merely a theoretical policy.
In August 2023, ISRO announced the transfer of IMS-1 satellite bus technology to Alpha Design Technologies Pvt. Ltd. The transfer was facilitated by NSIL.
ISRO described the move as a step toward increasing private-industry participation and creating opportunities for companies to use space technologies for commercial applications.
This demonstrates how a technology developed within the government space programme can eventually move into the private sector.
The Big Example: SSLV
One of the most significant recent examples is the Small Satellite Launch Vehicle (SSLV).
On September 10, 2025, a technology-transfer agreement was signed between ISRO, NSIL, IN-SPACe and Hindustan Aeronautics Limited (HAL) for transfer of SSLV technology.
The SSLV was developed by ISRO as a relatively quick-turnaround launch vehicle for small satellites. Under the technology-transfer arrangement, HAL was selected to take the technology forward for industrial production and commercialization.
ISRO's 2025–26 annual report states that NSIL had signed 100 Technology Transfer Agreements with Indian industry up to that point, including the SSLV transfer to HAL.
That is a major indication of how India's space ecosystem is moving from a primarily government-operated model toward a broader government-and-industry model.
Why Is India Doing This?
There are several reasons.
1. Faster Commercialization
ISRO is primarily a research and space-mission organization. Private companies can focus on manufacturing, commercialization, scaling and competing in domestic and international markets.
This allows technologies developed using public research infrastructure to reach the market more quickly.

India wants to develop an ecosystem containing:

ISRO has historically worked extensively with Indian industry, and the organization describes industry participation as a backbone of the Indian space programme.
3. Allowing ISRO to Focus on Advanced Research
One important objective of the reforms is to allow ISRO to concentrate more heavily on advanced technologies and future missions while operational and commercial activities can increasingly involve industry.
The Department of Space has explicitly described a model in which ISRO focuses on advanced technology, missions and capacity building while NSIL and industry take on greater roles in operational activities.
4. Creating Global Competitors
If Indian companies can manufacture launch vehicles, satellites and components at scale, they can compete for international customers.
The SSLV, for example, was developed with the global small-satellite launch market in mind.
Is the Government Giving Away ISRO Technology for Free?
No.
Technology transfer is conducted through formal mechanisms and agreements. NSIL is responsible for commercializing technologies developed by ISRO and the Department of Space.
The purpose is to create industrial and economic value from government-developed technology rather than simply giving away valuable intellectual property without conditions.
The exact commercial and licensing terms can differ depending on the technology and agreement.
Does This Mean Private Companies Will Replace ISRO?
Not necessarily.
A better way to understand the change is:
Old model:
ISRO → develops technology → ISRO largely executes the programme
Emerging model:
ISRO → develops advanced technology → NSIL/IN-SPACe facilitate industry participation → private companies manufacture/commercialize → ISRO focuses increasingly on advanced missions and R&D
The government is effectively trying to build a larger Indian space ecosystem, rather than turning ISRO itself into a private organization.
What Is IN-SPACe's Role?
Another important organization is IN-SPACe — Indian National Space Promotion and Authorization Centre.
It was created to promote, authorize and oversee space activities by non-government entities.
Under India's space-sector reforms, private companies can participate in a much wider range of activities, while IN-SPACe provides the institutional mechanism for authorization and promotion.
This is important because private participation in space requires more than simply giving companies access to technology. It also requires regulation, safety oversight, access to infrastructure and coordination with government organizations.
Technology Transfer Goes Beyond Rockets
When people hear "ISRO technology," they often think only about rockets.
But technology transfer can involve many different areas.
ISRO has previously transferred or commercialized technologies involving areas such as:

The Department of Space has described technology transfer as a mechanism for technological self-reliance, industrial growth and national development.
This creates an interesting secondary effect: space research can generate technologies that are useful outside the space industry.
Is This Actually "Privatization"?
The word privatization can be misleading.
Privatization usually means transferring ownership or control of a government organization or asset to private ownership.
What is happening with ISRO is different.
It is better described as:
commercialization + technology transfer + industrialization + private-sector participation.
ISRO remains a government organization, while selected technologies, production activities and commercial opportunities are increasingly being opened to Indian companies.
The Bigger Picture
India is moving from a space programme dominated by government execution toward a government-led but industry-powered space ecosystem.
ISRO can continue developing advanced technologies and ambitious missions. NSIL can help commercialize mature technologies and services. IN-SPACe can enable and regulate private participation. Private companies can manufacture, scale and commercialize products.
The result could be a much larger Indian space industry.
So, ISRO is not being privatized. Its technologies and some operational capabilities are increasingly being transferred or opened to private industry under government-controlled frameworks.
And the recent SSLV technology transfer shows just how significant this shift has become.
The bigger story is not the privatization of ISRO.
It is the privatization of participation in India's space economy — while ISRO remains at the centre of India's advanced space research and exploration.
